The reason is almost always the same: shelves that are too deep.
Get the depths right and a modest pantry outperforms a large badly planned one.
Shelf depth is the whole game
A tin of tomatoes is about four inches deep. A cereal box is about eight. When a shelf is eighteen or twenty four inches deep, everything at the back disappears, and what disappears gets bought again and eventually thrown away.
Depths that work
- Canned and jarred goods: six to eight inches
- Boxed dry goods and cereal: ten to twelve inches
- Small appliances and bulk items: sixteen to eighteen inches
- Bottom shelf for heavy or bulk storage: deeper is acceptable here

Works in a narrow space. Simple and surprisingly efficient, because everything is visible at once. Needs at least a three foot walkway in front.
Galley

U shape
The most storage, but the two inside corners are dead space unless they are handled deliberately. Corner shelving should be either fully accessible or given over to bulk items you rarely reach for.

A good compromise for a squarer room. One corner to handle instead of two.

A single power point turns a pantry into a place where the toaster, the blender and the coffee grinder live and get used, instead of cluttering the worktop.
Proper lighting
Overhead light in the doorway puts your own shadow onto the shelves. Light inside the pantry, ideally on the ceiling above the walkway or under shelf, solves it.
Ventilation
In Southwest Florida this genuinely matters. A sealed pantry with no air movement gets stale and, in the worst cases, damp. Leave a gap at the door or specify a vented door.
A landing surface
Even twelve inches of worktop inside the pantry gives you somewhere to put the bag down while unpacking.
Door choice
An inward swinging door eats floor space and can collide with shelving. A pocket door, barn door or outward swing usually makes a small pantry noticeably more usable.
If a walk-in is not possible
Plenty of homes have no room for one. Tall pantry cabinets with pull out shelves can match or beat a poorly planned walk in, because every shelf comes out to you rather than you reaching into it. It is worth comparing honestly rather than assuming a walk in is automatically better.

Group by category rather than by size, keep the things you use daily between shoulder and hip height, and put the bulk buying down low. Clear containers help, but only if you actually decant. Give it a proper tidy twice a year.
